Responsibilities

What You’ll Be Doing

Cadmus is seeking a qualified Deputy Chief of Party (DCOP) in support of the following project:

Nathan, a Cadmus Company, is implementing a 5-year, USAID-funded project in Ghana that seeks to improve the enabling environment for economic growth by (1) facilitating growth in export-oriented trade; (2) improving and developing product standards; (3) catalyzing investments in private enterprises related to high-value commercial crops; (4) promoting job creation, particularly among women and youth; (5) promoting economic diversification; and (6) increasing foreign exchange revenues from high-value export crops. The project facilitates investing in firms that trade goods across borders, spur innovation, and build the capacity of the entire trade sector.

The Feed the Future Ghana Trade and Investment Activity (GTI) closely collaborates with the Government of Ghana and private sector stakeholders to diversify agricultural exports, strengthen small-and medium-sized enterprises (SME) support systems, streamline trading procedures, and improve conditions for transactions, investment, and finance. The activity facilitates growth in export-oriented trade, improves and develops product standards, catalyzes investments in private enterprises related to high-value commercial crops, promotes job creation - particularly among women and youth, promotes economic diversification, and increases foreign exchange revenues from high-value export crops.

The project works closely with public sector stakeholders, including Government of Ghana (GoG) ministries, institutions and agencies, and private sector actors, including producers, processors, traders, and service providers. The project supports USAID’s overall effort to promote trade facilitation, remove technical barriers to trade, and improve the capacity of the private sector to access markets and integrate small farmers into the supply chain.

Position Summary:

Objective: The size, complexity, and strategic importance of the GTI Activity to USG foreign policy drives the need for this position. Augmenting the role of the Chief of Party with a deputy will provide GTI with the additional leadership and management expertise needed to accelerate and scale implementation at the national level, oversee a large local team working across the ZOIs, ensure quality and accountability, and coordinate closely with USAID and other stakeholders to communicate the impact of USG, Feed the Future, and Prosper Africa investment in Ghana.

Key Responsibilities:

The DCOP will be responsible for directly supporting the COP in the technical management and implementation of program activities, including oversight of Program Objective Leads, staff, advisors, and short-term experts. The DCOP will bear significant responsibility for coordinating with counterparts in the Mission to ensure GTI is delivering on USAID’s technical, communications, and reporting expectations. In addition, the DCOP will be responsible for design and management of work plan activities, consultant scopes of work, and other technical deliverables; reporting efforts related to these activities (including inputs for annual work plans); and reporting on performance targets and results as defined in the Monitoring Evaluation and Learning (MEL) plan.

The DCOP will be responsible for the following:

  • Support the Chief of Party in synchronizing program activities, development of annual work plans, ensuring completion of key technical deliverables, and preparing regular and ad hoc reports to USAID
  • Provides direct oversight over relevant GTI staff, assigning tasks, managing workloads, conducting performance evaluations, and fostering a positive and productive work environment for team members
  • Reviews and submits all Accra office requests for USAID approval and meets regularly (formally once a month) with USAID COR to provide updates and obtain feedback on upcoming requests. Closely assists the Chief of Party in managing relations with USAID on technical assistance planning, especially liaising with counterparts
  • Exercises delegated management authority with ability to make critical decisions; Anticipates and mitigates risks to avoid delays and ensure achievement of results
  • Ensures coordination and integration across the project objectives with a focus on meeting project results
  • Ensures the effective use of GUCs across project objectives, including cost-share parameters and compliance
  • Contributes to and takes responsibility for submission of bi-weekly, quarterly, and annual progress reports and deliverables
  • Works with COP to set results-oriented vision for project, working with objective leads to operationalize vision, ensuring sustainability and scalability
  • Provides technical and implementation assistance on trade facilitation, compliance, and implementation to GOG counterparts and other stakeholders
  • Ensures technical interventions are of high quality and adhere to global standards, national policies, and best practices
  • Participates in review and approval of APS concept note submissions and full grant applications
  • Reviews and develops scopes of work and provides direct oversight of short-term consultants
  • Supports the COP in programmatic, strategic, and quality control duties
  • Presents information on the program to relevant stakeholders, including representing the project in public forums. Speaks on behalf of GTI in major and high-profile events when COP is not available
  • Assumes role of Acting COP as necessary
  • Other responsibilities as assigned by the COP

Qualifications

  • Advanced degree in economics, social sciences, international development, management, or a related discipline and 5+ years’ experience in a relevant senior management, supervisory, technical role on donor-funded contracts; or bachelor’s degree in aforementioned fields and 10+ years of experience
  • Practical experience working in agribusiness and agricultural trade through policy, enabling environment reform, investment, trade facilitation, or risk management
  • Excellent organizational, analytical, and oral and written communications skills in English
  • Significant experience working for or within the international donor community, particularly on USAID contracts
  • Significant experience writing donor reports and effectively communicating success to stakeholders
  • Ghanaian candidates preferred

Supervisory Responsibilities:

The DCOP will provide direct oversight of multiple objective leads and relevant subject matter experts and supervise the work of relevant technical staff.

Location and Reporting:

This position will be based full-time in Accra, Ghana. Remote work is not an available option. The DCOP will report to the Chief of Party and the Nathan Home Office Project Director.
