Position Overview
The CSM-STAND Associate Awards Technical Director has management oversight responsibility for a portfolio of select Associate Awards (AA) under the CSM-STAND Leader with Associate Awards (LWA) programs. They will ensure quality programming and achievement of AA outcomes and is accountable for oversight of AAs. They will provide technical support to AA COPs (Associate Awards Chiefs of Party) and provide leadership related to AA-focused new business.
The CSM-STAND Associate Awards Technical Director will work closely with the CSM-STAND LWA COP. This will include maintaining open communication related to the needs and performance of individual AAs and consulting on the execution of business development activities focused on growing the AA portfolio.
Key Responsibilities
Management
- Serves as the DC-based lead for support to select CSM-STAND AAs, effectively collaborating and engaging with other teams and partners
- Serves as sounding board and champion for AA COPs on complex management, technical and operational project decisions such as changes to Key Personnel and modifications to program scope
- Engages human resources or with partners in the field and DC on personnel issues or project level recruitment and identify support for STTA and LTTA as needed
- Keeps CSM-STAND COP informed and consulted on key management or technical issues on AAs. Resolves or escalates issues raised by AA COP, including engaging CSM-STAND COP as required. Organize internal quarterly performance reviews for AAs to include CSM-STAND and AA management.
- Supports AA COPs to engage with CSM-STAND partners that are engaged in the AA
- As needed, serves as acting COP for individual AAs, as well as start-up or close-down team leader
Technical Support
- Manages quality assurance and reviews all contractual deliverables to ensure AAs are implemented to meet overall objectives and agreement requirements
- Engages AA COPs and other technical units to assist in capturing programmatic achievements, lessons learned, best practices, etc. for AAs
- Encourages cross-AA/project learning to deepen development solutions that are locally relevant, successful, and sustainable
- Works closely with CSM-STAND Management Team and AA COPs to integrate aspects of leader award activities or initiatives into AAs
Operations
- Liaises with CSM-STAND senior grants officer to monitor subawards including financial management, cost-share, and compliance
- Manages intellectual capital and knowledge related to AAs
New Business Development
- Works closely with CSM-STAND COP, Regional Directors and Business Development, to lead the development and execution of a business development strategy for CSM-STAND
- Works closely with the Deputy Director for Governance to contribute to the development and implementation of the Governance New Business strategy
- Works closely with all key operating units to ensure that all AA business development opportunities are adequately resourced
- As deemed strategic, champion or serve as technical lead/lead wrter for priority proposal for CSM-STAND AAs
Representation
- Represents AAs within key DC and US-based forums, including with stakeholders at USAID/Washington DC, Capitol Hill, private sector, and other policymaker communities
- Presents and promotes AA project successes and lessons, including through the writing of blogs and articles
- Develops a professional network among peer institutions and identifies political trends that affect the work of the AAs
Other duties as assigned
Basic Requirements
- Master’s degree and 11+ years relevant experience or equivalent combination of education and experience, including six (6) years of management experience.
- Demonstrated expertise in the Democracy & Governance sector, including within the civil society and/or media strengthening sub-sectors.
- Experience implementing Democracy & Governance programs in the Latin America and Caribbean region.
- Knowledge of USAID Programs and Regulations.
- Minimum of five (5) years of supervisory experience
- Demonstrated successful management of Governance programs, including experience serving as a COP, DCOP or equivalent level on a USAID project.
- Excellent oral and written communication skills.
- Demonstrated capacity to successfully lead business development activities, including an ability to serve in functions related to championing, managing, or lead writing proposals.
- Proficiency in Spanish, both written and verbal.
Preferred Qualifications
- Experience managing or supporting programs focused on advancing citizen security, preferably in Latin America.
