COUNTRY FINANCE MANAGER-CENTRAL AFRICAN REPUBLIC
POSITION AND ORGANIZATION**:**
Water For Good is seeking a Country Finance Manager to join its Finance and Operations Team supporting the Country Director in carrying out all financial management functions in the Central African Republic (CAR). The primary responsibility is supervising the accounting team in CAR by overseeing and coordinating day-to-day accounting, month-end closing and management of the treasury. The Country Finance Manager will also be responsible for updating the financial accounting policies and procedures, assisting in grant finance and reporting, assisting with audit and streamline procure-to-pay process.
The Country Finance Manager will be based in Berberati and travel to Bangui and other sites as needed. The role reports directly to the Country Director and Finance Manager.

RECURRING TASKS/RESPONSIBILITIES
Weekly
- Ensure adequate and sufficient supporting documentation to cash disbursement transactions (cash or check)
- Ensure accountants update/record daily the transactions in accounting system
- Ensure documentation of all financial transactions (payments supports, contracts, journal entries…) are filed timely and properly in binders and uploaded on google drive.
- Be the contact person for Grant financial communication with donors in CAR
Fridays
- Ensure that the accounting system is updated by noon.
- Reconcile Petty cash journal with accounting ledger
- Reconcile Bank transaction with accounting ledger
- Review outstanding Advances and provide update
Mondays
- Prepare the Cash-Flow Statement and report cash position to the Country Director
- Balance Cash (Petty Cash + Bank accounts) vs. activities budget
- Assist the Country Director in reviewing activities planned for the week, TDR, procurement purchase pipeline and provide instruction for supporting documentation that will be needed.
Month-End
- Assist Country Manager in review of time allocation
- Review payroll journal prior to posting
- Review the ledger with detailed transactions to ensure completeness and proper coding of expenses.
- Ensure expenses allocated to the grant are allowable
- Collaborate with the Controller (US) in correction to be made prior closing the month
- Prepare Bank accounts and Petty Cash Reconciliations
- Assist the Country Director in reviewing Funding Burn Rate and projects progress reports
- Assist the Country Director in preparation of Monthly Operating Budget (CAR Budget)
- Prepare additional financial and operational reports as requested by the Country Director and Chief Financial Officer
QUALIFICATIONS
- Bachelor's Degree in Accounting or Finance
- Minimum 5 years of experience in grant budgeting and reporting, accounting, and audit preparation, preferably at international development organization
- Excellent skills using Excel to review and analyze project financial data
- MUST be Bilingual: Excellent verbal and written communication in French and English
