Consultant: UN Climate Finance

Program Overview:

WRI aims to shift financial flows away from dangerous activities that fuel climate change and towards solutions for an equitable, low-carbon, climate-resilient economy. We produce data-driven, policy-actionable research and convene coalitions that can influence financial institutions and markets. We uphold the role of finance in international climate change negotiations by providing expert input to the Paris Agreement process, tracking developed countries’ provision of finance, and publishing recommendations for improving climate finance architecture. We strengthen the capacity of governments to access climate finance by working directly with ministries in India, Fiji and Guatemala. We promote sustainable private-sector finance — including in our own endowment — by researching cutting-edge topics like physical climate risks and providing tools for investors and others. And we work to green multilateral development finance institutions and China’s Belt and Road Initiative through direct engagement and research.

Job Summary:

WRI intends to award a Fixed Price contract for support of our Finance Center’s work on climate finance in the UN system, including the United National Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. The primary responsibilities of the consultant will be the design and writing of a working paper on the new collective quantified climate finance goal; as well as representing WRI at international climate negotiations and meetings and engaging with the International Climate Politics Hub and Climate Action Network Finance Working Group. The Consultant will be expected to engage with and present research findings to government officials, media, the private sector, and civil society. They will check in regularly with the Sustainable Finance Center Director.

Proposals must be submitted by August 8th, 2022.

Job Responsibilities:

The consultant will be responsible for delivering a working paper on the new collective quantified climate finance goal (NCQG-WP). This working paper will address a new and critical element under the UNFCCC climate finance negotiations. The transition of the global climate regime into the full implementation of the Paris Agreement requires building a robust foundation of trust among Parties and effective support for the needs and priorities of developing countries to ensure enhanced climate action by all.

Activities: Additionally, the consultant will be expected to participate in/attend the following activities:

1. Engagement with ICP Hub and specifically the Finance Working Group
2. Participation in Standing Committee on Finance meeting
3. Engagement with the Climate Action Network Finance Working Group (CAN-FWG)
4. Representing WRI as needed at other international climate finance-related meetings

Job Qualifications:

  • Minimum of 7 years of full-time experience working with governments, NGOs, and/or private sector on climate finance and related implementation issues
  • Strong program implementation and project management skills
  • Knowledge of the Green Climate Fund and other sources of public climate finance
  • Experience with international climate policy, including UNFCCC negotiations
