INTRODUCTION
Nurani Perdamaian Indonesia (NPID) is a humanitarian organization, established on March 01, 2023. With legality certification by the Indonesian Ministry of Law and Human Rights through AHU Number -0003058.AH.01.07.TAHUN 2023. Our organization is affiliated with the Nonviolent Peaceforce organization and operates as a branch representative of the Nonviolent Peaceforce for Indonesia. Nonviolence Peaceforce (NP) is a nonpartisan international organization globally recognized for its Unarmed Civilian Protection (UCP) strategies in preventing violence, increasing the safety and security of civilians, and strengthening local peace infrastructures across its programme locations.
NPID has been present in Indonesia since November 2022 through collaboration with local partners in Aceh, Indonesia. Since November 2022, NPID has been implementing the SPEAR Project or Sustaining the gains of peace, and equal rights for women and attaining reconciliation in Aceh with funding support from The Netherlands Embassy. SPEAR Project is NP’s strategic approach to complement the Acehnese civil society effort to support the rehabilitation and reparation of conflict-affected victims in Aceh. SPEAR project implementation covers 17 Districts all over Aceh Province. Currently, the SPEAR Project is approaching the end of the project implementation timeline in December 2024, as part of project evaluation and implementation accountability, henceforward, a endline study is needed to analyse and evaluate the achievement and impact of post SPEAR Project implementation.
OBJECTIVES AND RESULT STATEMENTS
The endline study is designed to collect quantitative and qualitative data for measuring the target indicators to be measured against the baseline. The objective of this endline study is the data collection for the set of indicators outlined in the project logical framework and determine and validate the benchmarks in the approved indicators.[1]

INTENDED USERS
The study findings will be shared with and used by relevant stakeholders, including local and international NGOs, local government units, government line agencies, private sector, staff of Nonviolent Peaceforce, and the donor to inform their current and future similar programming
METHODOLOGY
The selected consultant is expected to come up with and utilize methodologies aligned with the key indicators of the project results framework.
The methodology will be developed by the consultant including the relevant tools and presentations in the inception report. In general, the methodology will involve the collection of data from the same 457 beneficiaries interviewed for the baseline study in 17 districts all over Aceh Province are the target samples in the endline. The listing of the participants was among the documents submitted by the consultants after the baseline. The consultants are hoping to reach at least 410 of the 457 beneficiaries for the endline survey.

The sampling should include a purposely-targeted representation of key actors and stakeholders targeted by the project. The framework should include appropriate analysis tools and approaches including different methods for triangulating the data. Factors like resource availability, needs and time constraints, and existing secondary data must be also considered in identifying the best possible approaches in collecting the needed information.

EXPECTED DELIVERABLES AND TIMELINE
The consultant’s engagement shall be 30 days for a period of 1 month (Nov 1-30, 2024). The activities with corresponding deliverables or outputs are the following:

Collect data using good gender equality practices. Note that data sets must be sex-disaggregated and collect information from women and men as separate individuals or groups
FINANCIAL PROPOSAL
The financial proposal should list itemized details of costs associated with the study expressed in Indonesian Rupiah (IDR). It should comprise consultancy costs like professional fees, cost for enumerators, travel and transport costs, stationery and other administrative costs. All costs should remain valid up to sixty days (60) from the day of proposal submission.
ROLES AND RESPONSIBILITIES OF THE CONSULTANT
In close cooperation with the programme’s unit particularly the Project Coordinator, the successful consultants will:
DRAFT AND FINAL REPORT
Draft and final report should be submitted according to the schedule.
The final report must not exceed 70 pages (excluding all annexes) in MS Word and use standard page set-up, margin, fonts, and line spacing.

The final report should be submitted on 30th November 2024 after commented by the project staff both in hard and electronic copies. The consultant should note that, the final end-line report structure should be consulted and approve by Nurani Perdamaian Indonesia beforehand.
CONSULTANCY TIMEFRAME
The duration of consultancy will run for approximately 1-month period starting November 1 – November 30, 2024, with the report ready for publication by 1st week of December 2024.
COPYRIGHT AND OWNERSHIP OF THE STUDY
Any and all documents produced under this consultancy shall be the sole property of Nurani Perdamaian Indonesia (NPID) and may be used for any purpose whatsoever without the need to consult with the author.
PROFESSIONAL FEE AND MODE OF PAYMENT
The professional fee will be inclusive of tax and the payment will be done according to the following arrangement:
Instalments: 1st instalment
Amount: 50% of the total amount
Timeframe: Upon approval of study design, research tools, and study work plan
Instalments: 2nd instalment
Amount: 30% of the total amount
Timeframe: After submission of draft version study report
Instalments: 3rd instalment
Amount: 20% of the total amount
Timeframe: After completion of final study report
The payments will be made in A/C payee cheques in the name of the consultant/company.
