Consultant - Flood Resilience - Synthesis of learning and advocacy product support - Indonesia

**Background:
**The Zurich Flood Resilience Alliance (ZFRA) is a multi-sectoral partnership focusing on finding practical ways to support communities in developed and developing countries strengthen their resilience to flood risk. Our vision is that floods have no negative impact on people’s and business’ ability to thrive.

The Alliance consists of humanitarian, NGO, research, and private sector partners who work together to increase public and private investment in evidence-informed community-based flood resilience. The Alliance was originally launched in 2013 with the goal of shifting focus from flood response and recovery to pre-event risk reduction. The Zurich Foundation funds this work through to the end of 2024.

**Purpose / Project Description:
**This project is intended to deliver a range of technical support to our national advocacy and research programme in Indonesia. We have completed a range of research programmes and also have active programmes. We would like to synthesize the learning and document what we have achieved – in both Bahasa and English. We would also like to generate a series of short, highly visual policy briefs for advocacy (in Bahasa and English). These will be used for future national advocacy and will also contribute to our global advocacy work. A range of research summaries and technical papers have already been completed.[1] These documents are usually in depth technical papers – we seek to summarise these into policy briefs and learning products so that we can maximise the learning and share with wider audiences within Indonesia and across the Alliance.

A summary of the goals and objectives of our work in Indonesia is captured below:

Work to date covers a broad range of research for advocacy on flood resilience including:

  • National Policy Dialogue
  • Loss and Damage Assessment
  • Hydrological Analysis (land subsidence factors)
  • Results Based Payment Development (preparatory steps towards a Flood Resilience Impact Bond)
  • Climate Budget tagging
  • Resilient business model assessment
  • Climate Risk Impact Assessment/Pekalongan

**Consultant Objectives:
**

The objectives of the consultancy are to review documents already produced by the programme team and extract core learning and advocacy messages (for national and international use), and draft a series of learning and advocacy products.  As the Mercy Corps team continues to develop projects and products, work with them to create further learning and advocacy products.

**Consultant Activities:
**

Working closely with ZFRA and the Mercy Corps team in Indonesia, the consultant will carry out the following:

  1. Familiarization with overall programme theory of change and global advocacy objectives.

  2. Familiarization with existing and completed Mercy Corps programme work in Indonesia related to floods and flood resilience, including review of programme documents and interviews with programme staff and stakeholders (as feasible).

  3. Prepare a workplan for approval – outlining the number and scope of learning products and advocacy policy briefs you will complete.[2] These will be designed to achieve the following purposes:

  4. ADVOCACY (primary purpose): Communicating the evidence gleaned from our work in Indonesia that can be used to make the case for better policy or funding for flood resilience (within Indonesia or globally)

  5. LEARNING (secondary purpose): Summarising lessons learned about using our evidence for successful advocacy (What was most successful and why? What was Mercy Corps’ contribution? Which tactics worked?)

  6. Data gathering, interviewing core stakeholders and production of the learning and advocacy products as approved in the workplan.

  7. Presentation and recording of the findings of the consultancy/for Mercy Corps teams in Indonesia and UK.

**Consultant Deliverables:
**

The Consultant will deliver:

  • A range of advocacy and learning products as per approved workplan (Activity 1)
  • Summary presentation of findings (Activity 2)

Ways of working:

The consultant will work closely with the Mercy Corps team in Indonesia – this includes Mercy Corps staff and consultants already commissioned to work on ZFRA delivery/research programmes. We also have a range of research partners and the consultant will be expected to interview them and review a shortlist of technical research reports already completed.

We expect the consultant to review work to date and then present a prioritized set of learning products and advocacy policy briefs for approval. Lizzy Whitehead, Selena Victor and Denia Syam will approve the product list before work begins.

The consultant is likely to generate the content of the products by engaging closely with the research partners and consultants already active in the programme – e.g. via workshops. The consultant is responsible for delivery of all products.

Level of Effort / Schedule:

We envisage the consultant will spend a maximum of 50 days on this assignment. The work should be completed by the end of July 2022.

The Consultant will report to:

  • ZFRA Global Advocacy Lead.
  • Mercy Corps Indonesia ZFRA Country Lead.

Required Experience & Skills:

  • At least 15 years’ experience in the climate sector – preferably in Indonesia
  • Expertise in climate science, research and climate advocacy
  • Fluent in Bahasa and English
  • Experience of working with national and local government in Indonesia.

We envisage up to 5, 2 page briefs plus a 5 page non technical summary of our work to date in Indonesia/ZFRA. We are also interested in procuring creative content e.g. visuals/infographic/animations to explain achievements or project highlights (English and Bahasa) – the costs of this must be covered in the contract cost, no additional funds are available for this.
