Organisational context
ChildFund Timor-Leste is the representative office of ChildFund Australia – an independent international development organisation that works to reduce poverty for children in developing communities.
ChildFund Australia is a member of the ChildFund Alliance – a global network of 12 organisations which assists almost 23 million children and their families in 70 countries. ChildFund Australia is a registered charity, a member of the Australian Council for International Development, and fully accredited by the Department of Foreign Affairs and Trade which manages the Australian Government’s overseas aid program.
ChildFund began work in Timor-Leste in 1990, originally under the management of ChildFund International. Since October 2017 it has operated as an office of ChildFund Australia and works in partnership to create community and systems change which enables vulnerable children and young people, in all their diversity, to assert and realise their rights.
ChildFund Timor-Leste’s projects focus on maternal and child health, nutrition, early childhood development, education, youth empowerment and disaster preparedness. ChildFund Timor-Leste aims to demonstrate effectiveness and accountability in its program activities and add value to the efforts of its partners through quality programs that are respectful, responsive, and relevant in helping children in poverty, their families, and communities.

Background
ChildFund Timor-Leste has over 10 years’ experience in working with communities to establish community-based preschools (CBPS). The Early Development and Intervention for Children (EDIC) project started in July 2019 and ended in June 2022, where 15 CBPS were established. EDIC Phase 2 is a 4-year project starting from July 2022 to June 2026, which focus on supporting children under 5 years old so that they are developmentally on track in learning, health and psycho-social wellbeing. The project goal, outcomes and performance indicators of this project are as follow:
Project Goal:
Children aged 3-6, in Lautem and Liquica municipality, have access to quality, inclusive and sustainable community-based pre-school system led by local community, parents and facilitators adopted by Ministry of Education, Youth and Sports.
Purpose
ChildFund Timor-Leste is looking to formally engage with consultant(s) to complete either one or both of the component – i.e. the baseline evaluation and/or school improvement framework.
For the baseline, the purpose of the is to assess the current situation of the CBPS and the level support from parents and caregivers towards their children’s learning in the CBPS. ChildFund Timor-Leste values consultant(s) who have experience in evaluating community-based interventions, preferably in Timorese context for the evaluation. Student assessment and teacher assessment tools have been developed in EDIC Phase 1 requires a baseline figure. The CBPS standards links to the second part of this consultancy work but does not require baseline figure. Parents survey requires adaptation from previous tools, as additional indicator pertaining to gender equality and disability inclusion was added. International consultants are expected to have local enumerators to collect data in both municipalities.
For the school improvement framework, the purpose of the consultancy work is to validate the CBPS standards to ensure it suits Timorese preschool education context, as well as building resources required for the project team to implement the school improvement processes with individual CBPS. ChildFund Timor-Leste will be looking for either local consultant or international consultant with proven knowledge of school improvement processes. International consultants need to have a Timorese national on their team, as part of the resources required will be in Tetum, Timor’s local language.
Selection Criteria for Consultant
ChildFund Timor-Leste is seeking a consultant with knowledge and experience in project evaluations and education. The consultant must be based in Timor-Leste and available for face-to-face meetings and willing to travel for data collection in the field.
