Consultant, Climate Finance Specialist  – Rwanda (50%)

The International Institute for Sustainable Development (IISD) is an award-winning independent Canadian think tank working to accelerate solutions for a stable climate, sustainable resource management, and fair economies. Position Background:

IISD is launching a new project in Rwanda that focuses on streamlining and consolidating selected projects in the country’s NDC Implementation Framework. This project includes the inception of large-scale investment programs aligned with Rwanda's climate and development objectives, finance mobilization strategies, a results-based framework for monitoring and reporting, and organizing investment roundtables.

IISD is seeking a part-time (50%) Climate Finance Specialist based in Rwanda for the duration of the project. This local consultant will be instrumental in collaborating closely with key stakeholders, aiding in the development of large-scale investment programs, contributing to the design of a finance mobilization strategy, assisting with data collection, spearheading the organization and execution of stakeholder consultations and roundtables, and ensuring the project is tailored to the needs of Rwanda.

Responsibilities:

The Climate Finance Specialist's areas of responsibility will include:

  • Working closely with key stakeholders, including the Ministry of Environment, Rwanda Green Fund (FONERWA), and the Ministry of Finance and Economic Planning.
  • Supporting the development of large-scale investment programs, including conducting policy analysis, stakeholder consultations, and assessments.
  • Assisting in the design of the finance mobilization strategy, including analysis of the financial landscape and support in identifying potential financiers.
  • Contributing to the design and implementation of a results-based framework for monitoring and reporting, including stakeholder consultations and training.
  • Organizing and participating in the investment roundtable and outreach activities, including engagement with potential financiers, investors, and partners.
  • Maintaining strong lines of communication and ensuring alignment with national strategies and priorities.

Qualifications:

  • A master's degree or equivalent in finance, environmental policy, economics, or another area relevant to climate finance and sustainable development.

Experience:

  • A minimum of 6 years of relevant work experience in climate finance, sustainable development, or investment planning.
  • Experience or knowledge related to Rwanda's climate finance strategies, policies, and institutional capacities is a strong asset.

Skills:

  • Strong analytical skills and the ability to become familiar with new topics quickly.
  • Excellent written and spoken English skills (the working language is English).
  • Understanding of the local context and networks in Rwanda.
  • Experience in project management and stakeholder engagement.

Behavioural competencies:

  • A proactive attitude and willingness to take on challenges in the context of the project.
  • Results-focused; able to deliver outputs on time and to budget.
  • A team player with strong interpersonal and communication skills; the ability to work comfortably across different cultures and remotely with a team that sits across different time zones.

Location: Rwanda (Kigali Preferred)

Duration of Assignment: 12 months

Work Nature: 50% (Contractual)

Remuneration: The estimated remuneration for this position is dependent on experience and qualification.

Start date: November 1, 2023
