Background

Free to Be Me (F2BM) is a 5-year program implemented in 12 countries in 5 different regions. This program, which is funded by the Dutch Ministry of Foreign Affairs, ​​has been running since 2021. The 4 major objectives that will be achieved F2BM by 2025 are strengthening CoA in each country, public support, policy changes and economic empowerment which LGBTIQ+ community as a rightsholders. F2BM as a global program consists of 6 organizations as consortium members, namely Hivos, Global Interfaith Network, ILGA Word, Positive vibes, Sogicampaigns and Workplace Pride.

Free to be Me puts LGBTIQ+ people and their organizations in the driving seat. Local LGBTIQ+ organizations are best placed to indicate their needs, opportunities and risks. Enabling them to effectively lobby and advocate for their rights is our best chance to achieve a long-lasting impact. This is what makes our program unique: we bring the principles of local ownership, gender equality, diversity, and inclusion into practice.

As part of this, the program also centers safety and security as one of its key deliverables and principles. This refers to ensuring that the rightsholders the program works with, as well as the teams implementing the program execute (and are supported to execute) their work in a manner that safeguards themselves, the F2BM Alliance, and the program as a whole.

With the deteriorating safety and security situation in Kenya, Uganda and Tanzania, F2BM is setting up additional safety and security interventions from two spin-off projects in the 3 countries.

The aims of the work

This consultancy aims to seek a highly qualified individual to provide planning and logistical support in setting up the initial activities of the two spin-off projects. The consultancy is envisioned to take 3 months.

Specific Objectives are:

  1. In consultation with the program team, plan and execute the inception meeting for Kenya, Uganda, and Tanzania.
  2. To support in the formation of Community of Action formation.
  3. To support the procurement and commissioning of baseline mapping consultancy in Kenya, Uganda and Tanzania.
  4. Finalize detailed work planning and implementation of activities including development of terms of references and logistical planning and execution of the key activities planned for the 3 months.

Deliverables

  1. Events Management: logistics, venues, management of meetings.
  2. Support Network Formation in Tanzania with guidance from project team
  3. Support Contracting of consultants following Hivos procurement procedures
  4. Support the Project Team with implementation of Q2-2024 Workplan

Date & Time

The assignment will begin immediately upon award of offer letter and contract. The assignment will run for a period of 3 months (March 1- May 31st 2024)

Desired qualifications and skills

The consultant:

Qualifications

  • Holds a qualification in social sciences, gender, development studies or a related field;

Experience

  • Has 2 or more years of experience in the position of project officer or project assistant.
  • Has experience working with groups from diverse/ multi-country contexts; and,
  • Has excellent planning and organization skills.
  • Having experience addressing or supporting travel and immigration security for individuals from various countries is desirable.

Characteristics

  • Has a good understanding of safety and security issues related to gender and sexual minority groups.
  • Believes in the values of the Free to Be Me Programme and is accountable to them.
  • Is a good communicator, with strong interpersonal skills and natural empathy.
  • Is self-aware and comfortable with their own identity and a wide range of other identities, such as sexual and gender identities.
  • Competence in writing and speaking English and Swahili.

Planning and Financial Arrangements

  • The contractual agreement will take the form of a consultancy, undertaken through Hivos’ East Africa office.
  • Daily rate is Kshs. 8400/- inclusive of WHT (deducted at source)
