Compliance Project Manager

We have an opening for a Compliance Manager in our Southwest subregion. The candidate would be located in Phoenix or Tucson but can be distributed within the southwest. The candidate chosen to fill this position will lead and oversee compliance efforts for preconstruction planning, construction, and post-construction operations and maintenance in the mining, transmission, land development, power generation, transportation, and oil and gas markets. This position requires leadership, business development, and project delivery expertise in an array of services associated with environmental compliance in multiple markets with a focus on water resources. We seek a self-motivated individual who can work independently and collaborate with local leadership to manage our current compliance portfolio, write critical compliance reports, and help expand SWCA’s Southwest and neighboring areas' market presence.  This will be a full-time, regular (with benefits) position.

Note the position may be titled as a lead compliance manager, senior compliance manager, or principal compliance manager depending upon experience.

What you will accomplish

• Manage and lead environmental compliance team and project teams working on a range of small to large infrastructure projects.
• Provide professional regulatory and permitting guidance expertise to external clients and internal team members, including Clean Water Act Section 402, National Pollution Discharge Elimination System permitting and compliance activities.
• Prepare various environmental and regulatory permit applications for Federal, State, and local agencies.
• Serve as the regulatory/permit compliance liaison between agencies and clients.
• Communicate effectively and proactively with diverse project stakeholders, including regulatory agents, field crews, trade workers, and third parties regarding project status, schedules, and compliance issues.
• Build new relationships and supporting the development of client capture plans.
• Lead projects in Arizona and neighboring areas.

Experience and qualifications for success

Required

• A minimum of ten (10) years of related experience in the compliance field or twelve (12) years of experience without a college degree.
• Experience in renewable energy generation and/or transmission, transportation, mining, and/or oil and gas.
• Experience in developing and managing National Pollutant Discharge Eliminations System and state equivalent permits, stormwater pollution prevention plans (SWPPPs), and spill prevention, control, and countermeasure (SPCC) plans.
• Working knowledge of Microsoft suite of products (Excel, PowerPoint, Teams, and Word).
• Experience participating in audits according to local, state, and federal regulations.
• SWPPP Certification

Preferred or Helpful

• A bachelor's degree in engineering, environmental science, or related field helpful
• Professional Erosion and Sedimentation Control certification
• A solution-driven attitude
• Proven experience in building new relationships and developing client capture plans.
• Project management experience in Phoenix and/or nearby areas of the SW USA.
• Experience working with large infrastructure and/or design build projects, etc.
• Strong organizational skills and ability to communicate in writing, verbally, and graphically.
• Working knowledge of federal, state, and local permitting laws and processes.
