Communication & Information Management Officer, Humanitarian Response

Global Communities is seeking a Communications & Information Management Officer to join the Humanitarian Assistance team. The Communication and Information Management Officer will support GC ‘s ongoing efforts to build out its ability to effectively prepare for and respond to humanitarian crises worldwide. The Communication and Information Management Officer will support specific workstreams in the development of GC’s protocol for emergency response (PER) with a particular focus on communications and knowledge management. They will support capacity building efforts and act as country focal point for designated country teams. They will also serve on GC’s internal roster for emergency response and support the capacity building of others on the roster that perform similar functions.

Responsibilities

Responsibility Area: Emergency Response and Organizational Preparedness

  • Support various workstreams in the development of GC’s Protocol for Emergency Response (PER), with a specific focus on communications and information management.
  • Lead the development of information management and communication tools, systems, and processes.
  • Work closely with IT, communications, and the rest of the Response Team to set up and maintain GC’s Humanitarian Response SharePoint page.
  • Support the development of training materials for the roll out of the Protocol for Emergency Response and support protocol roll out efforts in assigned countries.
  • Act as a country focal point in low priority humanitarian response countries to support, including conducting check-ins with PSTs and country teams and supporting with context monitoring.
  • Working closely with the Sr Manager, Humanitarian Response, and the PSTs, develop guidelines and trainings on context monitoring and support others across the organizations, as needed.
  • Support general capacity building efforts organization wide, including developing informational or training materials.
  • Work closely with the communications department and in country teams to develop communication materials related to ongoing humanitarian response and GC emergency response work more generally.
  • Support internal communication efforts, including drafting situational reports and or communication/reporting materials for HA donors.
  • Stay informed on potential use of new technologies for information management use.

Responsibility Area: Surge support

  • Be on GC’s internal roster as a Communications and Reporting Officer and deploy on a surge support team during emergencies when available.
  • While deployed, in addition taking on the role of Communications and Reporting Officer, place a strong emphasis on capacity building and mentoring of existing in country staff and new hires.
  • When not deployed, serve as the HQ Emergency Program Coordinator during an emergency.
  • Support the development of training for others serving on GC’s internal roster for the Communications and Reporting Officer role.

POSITION SPECIAL RESPONSIBILITIES:

  • Up to 35% travel annually to difficult or challenging environments
  • Ability to deploy internationally with short notice when needed.

Knowledge, Skills and Abilities

  • Exposure to humanitarian response operations, preferrable including at least one field postings or extended TDYs to support humanitarian response programs.
  • Understanding of the global international development and humanitarian assistance context.
  • Prior experience developing communications, reporting, or information management tools.
  • Prior experience USG humanitarian donors, and UNOCHA, EU or DFID proposal processes. Familiarity with general business development processes.
  • Excellent critical thinking skills and sound judgment. Proven willingness to make timely and sound decisions based on accurate judgement.
  • Excellent verbal and written communications skills and high level of organization and attention to detail.
  • Strong ability to multi-task, working on various products and projects simultaneously and in the details, but also able to track the bigger picture/longer term vision and workplan to continually progress the overall goal.
  • Ability to relate and communicate effectively internationally.
  • Fluency in English, written and oral. Abilities in a second language preferred, especially Arabic, Spanish, or French.
  • Advanced ability in the use of Microsoft Suite, especially Excel.
  • Ability to work under pressure, handle multiple tasks simultaneously, and meet deadlines.
  • Ability to read and interpret documents, sit at a computer, and operate a keyboard.
  • Ability to lift 40 pounds and walk.

Qualifications

  • Undergraduate degree in a related discipline (e.g., international development) and a minimum of two years of related work experience or a minimum of six years of related work experience.
  • Master’s degree preferred.
  • Experience working in humanitarian responses (e.g., conflict, natural disaster, etc.) with preference for field work.
  • Experience with US government donors and/or non-governmental organizations preferred.
  • A passion for the mission and values of Global Communities
  • Able and willing to obtain HEAT certification.

Location and Work Schedule

This selected candidate can be based in the United States (San Diego, CA or Silver Spring, MD). Jordan, Kenya, Ethiopia, Ghana, Guatemala, or Honduras. This role is eligible to work a hybrid schedule (requiring in-person work twice a week) or a fully remote schedule. Candidates must be authorized to work in their preferred country without any restriction.

Salary and Compensation

The estimated salary for this position is between $64,480-84,244. Final salary will be based on several factors including qualifications, geographic location, experience, and internal equity. Global Communities provides a comprehensive benefits package; please note that this position is not eligible for allowances.
