Mercy Corps Northwest’s (MCNW) 20-member team builds just, productive and resilient communities across the Pacific Northwest. We fulfill our mission by serving women, Black, Indigenous, and People of Color (BIPOC), immigrants and refugees, justice-involved individuals and other underserved communities. For over 20 years, MNCW has served entrepreneurs and small business owners in Oregon and Washington through a three-pronged strategy comprised of: 1) a robust small business education program, 2) access to grants and incentivized savings grants to help clients build their businesses and assets and 3) access to alternative loans to help entrepreneurs grow and expand their businesses. Building on Mercy Corps expertise in capacity building, MCNW will strengthen organizations and build their capacity to better serve their constituents and members. This program is focused on making agencies in Clackamas County more sustainable, more resilient and help organizations recover from the impact on COVID.
The Program Manager is responsible for coordinating and implementing the delivery of the Clackamas County Community Based Organization Capacity Recovery Assistance Program at MCNW. This includes daily management of program activities and ensuring appropriate systems and support mechanisms are in place to track, analyze and report on results. This individual will have experience managing federal awards, building the capacity of nonprofits, and connecting organizations with resources. This position will contribute to the strategy, systems development, relationship development, and administration of the Clackamas County Community Based Organization Capacity Recovery Assistance Program at MCNW. The Manager would work closely with the Finance and Compliance Manager, who would be disbursing and overseeing less than subgrants to the beneficiary organizations and conducting the initial pre-award, financial assessment for each of the beneficiary organizations. The Program Manager will use Mercy Corps’ Organizational Capacity Index (OCI) tools to work with subgrantees to prioritize and execute capacity building activities to help strengthen organizations and build their sustainability and resilience.

BA/S or equivalent in business, finance, banking, community development, economics and/or other relevant field or entrepreneurial experience. (Professional work at or near the level of this position can substitute year for year for the educational requirement)
4+ years of professional experience in related field
Fluent in Microsoft suite of programs; Word, Excel, Outlook
Experience with MS365, SharePoint, Google Docs, database programs a plus
Experience managing or working with sub-grant projects a plus
Experience strengthening local organizations and tracking progress against agreement objectives
Experience managing a federal USG award is a plus
Second language fluency a plus

This candidate will have the ability to function independently and to coordinate multiple projects both independently and in collaboration with other MCNW programs, staff, and partner organizations. They are willing to work in the community with diverse partner organizations to develop and maintain collaborative relationships while assisting those organizations in building and enhancing their operational and financial capacity. They will exhibit effective verbal and written communication skills as well as computer skills to complete your work efficiently. This candidate demonstrates attention to detail, ability to follow procedures, meet deadlines, work independently and cooperatively with team members as required. Demonstrate flexibility, resilience and ability to maintain positive relationships and composure. They are experienced and familiar with USG agreements and reporting requirements in them. Knowledge of State & Local Fiscal Recovery Funds would be a plus. Language skills in Spanish, Russian or other common immigrant languages are a plus.
The position is based in Portland Oregon and may require travel up to 25% of your time to meet in person or do site visits to community-based organizations in the Clackamas County region. MCNW is currently working remotely with the option to work in the office at the downtown Portland location. The choice to work remotely may be adjusted in the future. A driver’s license and access to a vehicle for site visits will be helpful.
