Overview of the Position
Social Solutions seeks a Chief of Party (COP) for the anticipated USAID Private Sector Engagement Modernization Institutional Support Contract (PSEMC). The COP will be the primary liaison with USAID/Washington on all technical, operational, and administrative matters. The COP is expected to coordinate and be responsible for all award management and implementation tasks and to serve as the main point of contact to USAID’s Contracting Officer and the Contracting Officer’s Representative (COR). The COP will also be responsible for ensuring quality control and the overall responsiveness of technical assistance provided under the award, and ensure the activity is fully staffed and its structure and performance is able to deliver high-quality workplan, reports, and other technical and financial reports and all deliverables as per the Contract. The COP will supervise staff, subcontractors, short- and long-term consultants and other technical assistance involved in the Activity implementation.
Essential Duties and Responsibilities
- Provide overall vision, technical leadership, and management for the activity
- Serve as the main point of contact with USAID, implementing partners, and other stakeholders
- Oversee performance monitoring, finance, and operations
- Ensure compliance FAR/AIDAR, as well as Social Solutions internal policies
- Responsible for the overall management, oversight, and compliance of the project and ensures deliverables are achieved
- Work closely with the COR and other sector partners, as directed by USAID
- Provides comprehensive leadership and technical direction for the project
- Maintain an integrated vision and ensure all required contractual targets and anticipated results are met
- Ensures high quality deliverables by guiding responsible, efficient and effective technical, operational and financial team performance
- Identify issues and risks related to project implementation in a timely manner and suggests appropriate course corrections
Requirements
- Minimum 10 years’ experience in progressive staff and program management, including overseeing operations, staffing, contracts, procurement, finance, and other aspects of development, specifically for USAID
- Advanced degree in international relations, international development, private sector engagement, human resources, public administration, public policy, or another related field
- Prior experience managing/overseeing project staffing, contracts, finance, budget, and schedule
- Demonstrated experience in private sector engagement in the international development sphere, including but not limited to market-based approaches, foreign direct investment, private-sector development, business incubation, and job creation
- Knowledge and networks of contacts in relevant organizations in development and the private sector
- Experience managing a diverse, multicultural team in an insecure, remote, conflict, and foreign environment and for USAID
- Financial management experience, including budget, audit, finance, procurement, and reporting
- Understanding of USG FAR and USAID ADS contracts, grants, and compliance
- English language fluent proficiency, written and spoken.
- Experience recruiting and successfully managing consultants, and ensuring the quality of their products
- Eligibility to work in the U.S. and ability to obtain Secret and/or Facility Clearance is required
Preferred Experience and background
- Private Sector Engagement (PSE) in an international development context
- USG-funded contracts management, specifically for USAID
- Technical management of PSE teams and deliverables, specifically with USAID
- Prior USAID Chief of Party/Deputy Chief of Party experience is preferred
