Department

Program Operations (PrOps) - Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions, and take ownership of their future. The Program Operations teams contribute to realizing this by: ensuring effective project management through supporting project startups, implementation, reporting and financial management as well as closeouts; portfolio coordination: providing a coordinating role across departments in DC that support country offices and programs; working with country teams to develop, refine and pursue their strategies by leveraging technical knowledge (our own and others) and supporting business development as needed; knowledge sharing and learning: enhancing communication between country offices and DC-based teams to ensure better understanding of the diverse operating environments and program approaches.

Position Overview

Pact is recruiting for a Chief of Party (COP) for USAID’s upcoming Global Health Risk and Capacity Mechanism. This is a global award aimed at supporting the transition of direct program implementation of health projects to local implementing partners. The program’s scope, as defined by USAID’s RFI released September 14th, is specifically designed to improve PEPFAR Local Partner Transition efforts, but is also open to support localization efforts across USAID health programs (MNCH, Malaria, Family planning, TB, infectious disease, etc).

The COP is responsible for overall program management and will be expected to interact regularly with a diverse range of actors such as program staff, USAID staff, local implementing partner organizations, private sector actors, and other program stakeholders.  This position is contingent upon award.

Key Responsibilities

• Responsible for the overall technical direction of the project and management of project activities and providing leadership to the project team to ensure high quality programming to achieve project results.
• Serve as the project’s primary liaison with USAID, partners, governments, and other key project stakeholders.
• Oversee project planning (i.e., development of work plans and operating budgets) and internal and donor reporting.
• Ensure the provision of high-quality technical assistance to local implementing partners.
• Oversee project staff in helping partners establish reporting and tracking systems to provide key information to donors, staff, and project stakeholders.
• Responsible for close coordination with other relevant in-country initiatives.
• Promote the project in public forums(conferences, working groups, and meetings) in contribution to USAID and Pact’s thought leadership in local partner transitioning efforts.
• Manage project budget to meet expected results, ensuring cost-effective use of donor and Pact resources.
• Broker and manage relationships and collaborative ventures with private sector partners.
• Oversee Project MEL and Learning agenda

Basic Requirements

• Advanced degree (Master's or PhD) in a relevant field, such as public health, medicine, or international development.
• Minimum of eight (8) years of senior-level experience in managing a complex activity in multiple countries, including prior Chief of Party, Team Leader, or Technical Director experience with proven project management, leadership, change/transformation management, and technical skills.
• At least ten (10) years of experience working on capacity development and/or government and civil society strengthening programs in developing or transitional countries.
• Professional-level English language skills (written and oral); proficiency in a second relevant language would present an advantage.
• Understanding of USAID Global Health and Localization initiatives
• Experience managing financial compliance and risk on USAID or USG Contracts, preferably those valued at $30M or more.
• Demonstrated track record of successfully building and effectively managing diverse teams of employees.
• Demonstrated effective interpersonal and creative problem-solving skills.
• Ability to develop and maintain strong relationships with governments and civil society partners.
• Ability to travel internationally as required.
• Eligibility to work in the U.S. required.

Preferred Qualifications

• At least five (5) years experience living in a developing or transitioning country.
