PSI seeks a Project Director/Chief of Party, Cameroon (COP) who will be responsible for leading successful project implementation throughout the project lifecycle from scale-up to close-out of PMI Impact Malaria, a project funded by USAID through the President’s Malaria Initiative (PMI). The COP will be accountable for delivery of all aspects of the project, including technical implementation, financial and administrative compliance and oversight and supervision of project staff. They will also oversee a project team to ensure that country level implementation in Cameroon is provided with a high standard of excellence, achieving its set goals and targets and within budget. Cameroon’s COP will provide high level technical thought leadership and has the managerial capacity to strategically manage risk, monitor finances, and ensure each phase of work is started or completed on time. They will be responsible for using evidence to improve project design and implementation. As the leader of PMI Impact Malaria in Cameroon, the COP will liaise with national stakeholders, such as the National Malaria Program (NMP) and Ministry of Health officials. The COP will be the primary point of contact with the PMI Mission in Cameroon.

Salary Range:
$102,000 (MINIMUM) - $127,000 (MID-POINT) - $152,000 (MAXIMUM)
The annual base salary range reflected above is in USD.* We value transparency and have provided the full salary range for this role. Actual base salary compensation may vary and will be determined by factors such as a candidate’s qualifications, experience, internal equity, external market analysis, and other business factors permitted by law. Hiring above the mid-point of the range would not be typical in order to allow for potential future salary growth. *Candidates approved to receive expatriate packages will receive the appropriate compensation and allowance package. For candidates approved to be hired directly through the local PSI office, pay and benefits will be commensurate with the role and practices of the local office, including payment in local currency.
Your contributions
-Program Leadership & Management: act as the project's primary representative with the PMI Mission, international and regional partners, and host-country government officials; ensure sound financial management including programmatic, budgeting, spending, projections and monitoring of payments; oversee compliance with the goals set in the contract and with USAID regulations 35% of Time
-People Management: ensure recruitment and performance management of all Impact Malaria staff in country; supervise project technical staff, including the Technical Advisor, Program Managers, and administrative and finance staff, ensuring that they are successfully managing project activities and achieving deliverables 15% of Time
-Thought Leadership / Knowledge Management and Technical Leadership on the project: serve as the technical focal point for engaging in policy dialogue with the NMP centrally on key issues relevant to malaria service delivery activities, which include public sector case management, Malaria in Pregnancy, SMC, etc.; Provide regular updates to the PMI Impact Malaria backstopping and core technical teams on technical implementation of activities; ensure that activities are implemented according to technical guidance from USAID and global best practices, as well as PMI Impact Malaria contractual requirements; in collaboration with the project technical team, develop project workplan and coordinate technical assistance from sub-contractors to achieve workplan deliverables on time against workplan deadlines; contribute to the development of quarterly/annual programmatic reports and weekly progress updates for the project; assist the core team with the production and dissemination of knowledge products; collaborate with the Monitoring and Evaluation (M&E) staff to effectively track data/results 15% of Time
-External Representation and Donor Liaison.: serve as the focal point for engaging in policy dialogue with the MOH at central and local levels, in conjunction with donors on key issues relevant to increasing uptake for malaria treatment services; represent PMI Impact Malaria in interactions with donors and government, NGO and private sector partners in Cameroon.20% of Time
-Internal Representation and coordination: foster relationships with the implementing partners of the PMI-funded interventions to maximize synergy. 10% of Time
-Fundraising (with non-project funds). 5% of Time

What are we looking for?
-Master’s Degree (or international equivalent) MSc, MPH, MBA, MHA, MPA or equivalent
-At least 10 years related work experience in public health or related field. Equivalent combination of relevant education and experience may be substituted.
-At least 5 years supervisory experience.
-At least 7 years program management for global health projects in low or middle-income countries (LMICs) preferred.
-At least 5 years in the relevant technical field of the project preferred.
-At least 3 years living and working in LMICs preferred.
-Fluency in French required.
-Proven success in management of complex operations, under specific donor awards and procedures, in a challenging, developing country environment.
-Ability to manage agreements and all required programmatic and financial reporting requirements, including sub-grants management.
-Ability to monitor and assess performance of self, other individuals, and / or organizations to make improvements or take corrective action.
-Demonstrated strategic thinking and planning skills, with emphasis on the ability to operationalize and oversee the execution of workplans.
-Strong leadership skills, with a demonstrated ability to collaborate and work across teams and roles. Ability to persuade and motivate people and teams.
-Experience developing capacity of government entities, staff, and other organizations.
-Demonstrated experience in managing government and donor relations.
-Ability to work effectively and sensitively in a cross-cultural context.
-Strong written and oral communication skills.
-Excellent diplomatic skills and proven ability to work effectively with government officials, partners, donors, and stakeholders at high levels.
