Your Career Opportunity

As Capital Improvement Manager you will work with MEDA's Asset Management team within Community Real Estate (CRE) to preserve small sites in order to keep families in the Mission district and surrounding neighborhoods in San Francisco in place.  Your job will be to manage the capital improvement projects of MEDA’s Small Sites portfolio during operations.  Your passion and commitment to preserving affordable housing in San Francisco will drive your work.

The Capital Improvement Manager will lead and oversee the planning, design, and construction of our capital improvement projects. You will be responsible for ensuring that projects are completed on time, within budget, and to our high standard while meeting compliance with local, federal and state regulations.

You will draw on your strengths of being detail-oriented, ability to work independently as well as with a team. Your skills and knowledge in construction and project management will make you successful.

Specifically, you will:

• Develop capital improvement practices and standard operating procedures (SOP) in accordance with the organization's goals and objectives
• Develop and implement sustainability practices
• Oversee capital needs assessment (CNA) schedule
• Ensure CNAs are updated every five to seven years by a qualified, independent, third party CNA provider
• Oversee all aspects of assigned capital projects, including commercial tenant improvements (TI's) from inception to completion
• Drive progress on each project including initial planning, detailed project scope, timeline, budget development, design, contracting, construction, and closeout
• Oversee negotiation and execution of contracts with vendors.
• Coordinate the work of vendors and contractors to ensure timely completion of project milestones and deliverables
• Monitor contract performance to ensure compliance with contractual obligations
• Monitor capital project budgets, track expenses, and control costs throughout the project life cycle
• Implement quality control measures, risk identification and mitigation
• Resolve conflicts and issues that arise during project execution
• Inspect project sites regularly to ensure compliance with safety regulations, quality standards, and schedule milestones
• Establish and maintain strong document control systems including generating all submittals, electronic document management, budget management, and  change order management
• Prepare and submit job cost status reports, project progress reports and invoices
• Manage project close-out activities, including punch list completion, final inspections, and warranty claims
• Review drawings, budgets, schedules and other project related matters with Asset Management
• Ensure contractors meet City and County of San Francisco financing contract requirements including local contracting and hiring
• Coordinate capital improvements with the potential relocation, property management and asset management
• Transitioning as-builts, construction documents and warranties to property management and asset management
• Travel required to job sites and local government offices as needed

Your Keys to Success

To perform successfully in this role, you will need to leverage these key qualifications:

• Bachelor’s degree in engineering, construction management, or related field preferred
• Minimum of 5 years of experience in capital project management
• Certification in project management (PMP or equivalent) is a plus
• Strong background in affordable housing, construction, project management and sustainability practices
• Experience with the planning, managing and execution of multiple projects and risk mitigation strategies
• Proficiency in contract negotiation, review, and administration
• Familiarity with construction management software, government procurement and contract management
• Ability to read and interpret blueprints and plans
• Understanding of real estate financials and operating performance, required
• Capable of assisting with capital budget preparations
• Demonstrated ability to work independently as well as with cross-functional teams
• Strong communication, interpersonal, and leadership skills
• Communicate effectively both verbally and in writing
• Deadline and detail-oriented
• Knowledge of local, state, and federal regulations
• Ability to anticipate needs, risks, and problems and to act proactively
• Strong proficiency in using MS Office Word, Excel, Google Docs, Google+, Google Drive, and
  Dropbox are needed.
