Position Overview
Pact is seeking a Capacity Strengthening Advisor to lead its activities under the forthcoming USAID/Nepal Localization Support Activity. The purpose of this Activity is to provide services to USAID, partner Nepali organizations, and Government of Nepal entities to provide surge support, build capacity, and establish systems and processes to effectively design, implement, and monitor activities that advance shared development objectives. Specifically, activities may be focused on (i) capacity strengthening for local actors to apply, receive, and manage USAID awards, (ii) strengthening the Mission’s government-to-government (G2G) programming, and (iii) support for the Mission to improve localization programming.
The Capacity Strengthening Advisor will oversee the Activity’s work to assess and strengthen the capacity of Activity partners and stakeholders, including Nepali organizations, Government of Nepal institutions, implementing partners, and USAID. They will manage the implementation of the Transition and Capacity Strengthening Plan, under the leadership of the COP, and be responsible for collaborating with other project technical teams to ensure that capacity strengthening approaches and activities are integrated across all areas. This position is contingent upon award.
Key Responsibilities
- Work closely with the Project Director to provide overall technical direction of the project and management of project activities; provide leadership to the project team to ensure high quality programming to achieve expected results.
- Lead the development and implementation of the project’s overall CD strategy to strengthen the technical and organizational capacity of local partners toward direct funding from USAID, while maintaining quality services.
- Lead the coordination and integration of CD technical approaches under all three project result areas.
- Lead the technical and contextual adaptation of Pact’s CD tools and approaches (such as the Integrated Technical Organizational Capacity Assessment (ITOCA), Organizational Performance Index (OPI), network analysis, and change action plans), with an eye towards transitioning local organizations to direct donor funding and developing non-traditional income generation models.
- Lead the implementation of resource mobilization activities, including fundraising, social entrepreneurship model, design investment competition or solution-focused hackathons, or consultancy models to provide services to companies.
- Lead/coordinate strategy development, implementation, and monitoring of all project activities concerning CD, including the integration of technical approaches into the project’s Subaward Mechanisms.
- Support the coordination of all project training initiatives and provide curriculum development support, when needed.
- In collaboration with the Monitoring & Evaluation team, regularly collect, analyze and report on data derived from the capacity development process in the Pact capacity solutions platform.
- Contribute to the preparation of work plans, quarterly and annual reports, and other reports and documents that summarize the results and evidence of the project.
- Prepare periodic reports that document actions, outputs and results related to the capacity development process.
- This JD is subject to change based on the requirements of the eventual RFP.
Basic Requirements
- Bachelor’s degree and 8+ years relevant experience or equivalent combination of education and experience, including 4 years of management experience.
- Proven technical expertise and experience leading Capacity Development assessment, planning, implementation and monitoring with local partners.
- Excellent facilitation and coaching skills in a variety of aspects of governmental and organizational development.
- Experience in the development of organizational capacities in systems strengthening, economics, service delivery, quality improvement, and policy development.
- Skills for solving interpersonal problems creatively and effectively
- Experience and skills managing teams and leading technical processes with various stakeholders.
- Availability for trips to the implementation areas of the program.
- Ability to develop and maintain strong relationships with governments and civil society partners.
- Solid understanding of the ecosystem of different organizations and institutions in Nepal, including civil society organizations, non-government organizations, academia, and the Government of Nepal.
- Excellent writing and oral presentation skills.
- Fluency in Nepali and English.
