Programs - Pact strives for a world where all people are heard, capable, and vibrant. The Programs Team helps realize this objective by bridging program management, technical support, and business development, enabling Pact to achieve its global strategy. Position Overview
The Capacity Development (CD) Officer will support the Capacity Development and Innovation team which is within Programs. The Officer wil provide strategic management support to a portfolio of projects, develop tools and materials, train and mentor staff globally, and contribute to new business development. In addition, they will also support the implementation and overall management of Pact’s Capasity Solutions Platform (CSP).
Key Responsibilities
- Lead the development and implementation of the project’s overall CD strategy to strengthen the technical and organizational capacity of country institutions, local organizations, and providers
- Lead partnership building and support country offices through in-person and remote sound mentoring, training and learning around key capacity development tools and platforms (i.e. Organizational Capacity Assessment, Organizational Performance Index, Network Analysis, Capacity Solutions Platform) and skills (i.e. facilitation, mentoring & coaching, training, presenting)
- Provide strategic direction and support to country offices around key organizational development areas, including providing high quality advise on human resources, financial management, strategic planning, program management, communications etc.
- Advocate for and support country office teams to integrate technical areas (i.e. integration of health, LEO+, and governance) with capacity development strategies. Extend support/guidance to team members in developing training curriculum, manuals, modules, relevant guidelines including training and learning materials
- Oversee a team that leads the full cycle of subaward management activities that are integrated within the overall CD strategy, from planning through selection, pre-award assessment, negotiation, monitoring/compliance visits, closeout and transition to direct USAID funding
- Provide innovative solutions to granting needs, especially concerning local partners on the cusp of receiving direct USAID funding for the first time and local organizations receiving USAID funding that need support increasing their absorption capacity
- Lead/coordinate strategy development, implementation, and monitoring of all project activities concerning CD
- Support the development and realization of local organizations’ resource mobilization and sustainability strategies.
- Design, contribute to, and/or lead research related to capacity development, for example reliability and validity studies of tools, and draft articles, blogs, and other types of materials for internal and external publications
- Develop quality standards for CD work and support project and country office staff to meet quality standards in implementation
- Support management of Pact’s Capacity Solutions Platform, including the trainings for staff and external users, development of CSP related materials
- Provide a CD lens to the innovation side of the CD&I team by supporting ad hoc activities and programs
- Represent Pact at external events, including presentations and facilitation of conferences, participation in donor meetings, and networking with other implementing organizations.

Basic Requirements
- Bachelor's degree with seven (7) years work experience or Master's with five (5) years work experience providing capacity development technical support and/or grants management to large complex, donor-funded projects in developing or transitional countries.
- Excellent grasp of participatory CD methodologies.
- Excellent facilitation and training skills in a variety of health and organizational development topics.
- Demonstrated experience developing organizational capacity in financial and grant management, human resources, USG compliance, and related topics.
- Demonstrated track record of successfully building and effectively managing diverse and dispersed teams of employees.
- Demonstrated effective interpersonal and creative problem-solving skills.
- Demonstrated ethical management practices.
- Ability to develop and maintain strong relationships with governments and civil society partners.
- Professional-level English language skills (written and oral).
- Be highly proficient in public speaking and giving concise and insightful presentations of complex data.
- Experience working in/living in a low-income country
Preferred Qualifications
- Master’s Degree preferred.
- Direct experience with USAID transition awards and/or successfully graduating indigenous partners to direct donor funding.
- Fluent French
- US-based preferred
