Background

SOS Children’s Villages Ethiopia is an International Non-governmental organization and a member of SOS Children’s Villages International Federation. The organization started its humanitarian work with the opening of its first Village in Mekelle, Northern part of Ethiopia in 1974. The organization has been providing life-saving provisions such as food, water and health services for a very significant number of children devastated by severe drought and the subsequent famine.

Today, the organization has progressed at a great deal in terms of mitigating the challenges faced by children who lost parental care and those of are at risk of losing it.. Working in close collaboration with international donors, local government and community based organizations across seven program locations; SOS Children’s Villages Ethiopia aspires that every child grows up with love, respect and security.

“Facilitating responsible reintegration of children and young person back to their families of origin” is a project in SOS-CVE which is being implemented in Six Program locations including Addis Ababa, Bahir Dar, Hawasa, Gode, Harar and Jimma . The project is part of the SOS Children’s Villages International program commitment to quality childcare and protection and aimed at accelerating the implementation of the care reform agenda as anchored in the SOS Care Promise Policy and the 2030 Strategy.

The project was designed to bridge the gap, explore cross-cutting principles of good practice in children’s reintegration; provides guidance and technical support, builds capacity, establish evidence to support responsible reintegration of children and young people back to their families and communities of origin. Hence, the overall goal of the project is to materialize functional and robust gatekeeping systems to support safe, suitable and responsible reintegration of children and young people back to their families and communities of origin in Ethiopia.

The project has been implemented from January 2022-2023 in the aforementioned project locations and now SOS-CVE would like to conduct a terminal evaluation of the project by hiring an external individual consultant/s/consultancy firm.

Scope

The scope of the work is to conduct a terminal evaluation of the project at  six project implementation locations of SOS-CVE including Addis Ababa, Bahir Dar, Gode, Hawasa, Harar and Jimma and national office. The consultant/consultancy firm is expected to reach out samples of the project beneficiary (the reintegrated children and their families of origin) in each location. To this end, individual consultant/consultancy firm shall understand the project context, the implementation locations, institutional documents of SOS-CVE (The guideline for reintegration and Child & youth Safeguarding Policy) and the DAC criteria of project evaluation including Relevance, Effectiveness and Efficiency, Impact, Sustainability, and Project Management & Coordination processes. On the basis of the above-mentioned evaluation criteria, instruments /questionnaires for the field mission should be prepared for reintegrated children, families of origin, community of origin and key stakeholders. Beyond the DAC criteria, the consultant shall assess indicator to evaluate process throughout the reintegration of the 42 children & young persons.

Methodology

The methodology of the evaluation may include the following:

  • Document review including analysis on key reference documents,
  • Quantitative data collection (e.g. through surveys)
  • Case study of randomly selected beneficiaries files (present and those who exited the project)
  • Interviews (structured and/or semi-structured; in person and/or by telephone) with key informants.
  • Focus groups with selected key informants
  • Other methods relevant to evaluation objectives and scope by the consultant/consultancy firm

Deliverables

The followings are the outputs and expected deliverables by the individual consultant/consultancy firm:

  • An inception report on terminal evaluation design – contains the evaluation framework; detailed evaluation methodology; work plan and budget
  • Developed evaluation data collection tools
  • Draft terminal evaluation report – a well-structured draft report will be prepared in line with the proposed structure bellow and should be submitted to the national project management, electronically via e-mail, in English,
  • Final evaluation report - The findings of the external evaluation shall be presented in a written report following the proposed outline. Attachments – Templates of applied evaluation tools (questionnaires; main areas for focus groups etc.). Final evaluation report should be submitted to the relevant national office program staff in both electronic and hardcopy formats

Qualification for the consultant

  • The following are the criteria for the interested vendor
  • At least a master’s degree in a relevant field of study such Psychology, Sociology, Social Work, Law, development studies, Economics, Business Management, Monitoring & Evaluation, project management, and other related fields.
  • At least 5 year work experience & proven competency in monitoring and evaluation, including impact assessment or project evaluation (baseline, midterm and end term evaluations). Attach at least one sample terminal evaluation document produced by the candidate on similar topic.
  • A good understanding of development work.
  • A good understanding of child rights/safeguarding, reintegration & other issues affecting vulnerable children.
  • A good facilitation and interpersonal skills
  • Proven experience in participatory processes and data collection methods
  • Strong skills in coordinating teamwork
  • Strong analytical and conceptual skills
  • Excellent written and spoken communication skills in English
  • Ability to transfer complex concepts and ideas into practical and simple language
  • Experience in organizing research processes with/for child-focused development organizations
  • Experience and credibility in providing evaluating services to donor-financed projects
  • Experience in managing assignments in respect of the participating communities’ culture, social norms, values and behavior; and maintain appropriate relationships with participants of this evaluation
  • Preferable if the individual is registered as a Legally registered individual consultant (That is with renewed license, VAT registration and TIN number)

  • Evaluation objectives
  • Description of the methodology (including the target groups; description of quantitative and qualitative research methods that will be used; description of sampling and size of sample etc.)
  • Proposal how the project team who will be involved in the study
  • Description of Product(s) (deliverables)
  • Time schedule of activities (a time schedule should be prepared for each element of the work plan and of the reporting requirements).
  • Detail experiance of the consultant
  • Technical and Financial proposal; both labelled and sealed separately
  • Preferable as a Legally registered firm with a renewed license, VAT registration and TIN number
