Background
SOS Children’s Villages Ethiopia is an International Non-governmental organization and a member of SOS Children’s Villages International Federation. The organization started its humanitarian work with the opening of its first Village in Mekelle, Northern part of Ethiopia in 1974. The organization has been providing life-saving provisions such as food, water and health services for a very significant number of children devastated by severe drought and the subsequent famine.
Today, the organization has progressed at a great deal in terms of mitigating the challenges faced by children who lost parental care and those of are at risk of losing it.. Working in close collaboration with international donors, local government and community based organizations across seven program locations; SOS Children’s Villages Ethiopia aspires that every child grows up with love, respect and security.
“Facilitating responsible reintegration of children and young person back to their families of origin” is a project in SOS-CVE which is being implemented in Six Program locations including Addis Ababa, Bahir Dar, Hawasa, Gode, Harar and Jimma . The project is part of the SOS Children’s Villages International program commitment to quality childcare and protection and aimed at accelerating the implementation of the care reform agenda as anchored in the SOS Care Promise Policy and the 2030 Strategy.
The project was designed to bridge the gap, explore cross-cutting principles of good practice in children’s reintegration; provides guidance and technical support, builds capacity, establish evidence to support responsible reintegration of children and young people back to their families and communities of origin. Hence, the overall goal of the project is to materialize functional and robust gatekeeping systems to support safe, suitable and responsible reintegration of children and young people back to their families and communities of origin in Ethiopia.
The project has been implemented from January 2022-2023 in the aforementioned project locations and now SOS-CVE would like to conduct a terminal evaluation of the project by hiring an external individual consultant/s/consultancy firm.
Scope
The scope of the work is to conduct a terminal evaluation of the project at six project implementation locations of SOS-CVE including Addis Ababa, Bahir Dar, Gode, Hawasa, Harar and Jimma and national office. The consultant/consultancy firm is expected to reach out samples of the project beneficiary (the reintegrated children and their families of origin) in each location. To this end, individual consultant/consultancy firm shall understand the project context, the implementation locations, institutional documents of SOS-CVE (The guideline for reintegration and Child & youth Safeguarding Policy) and the DAC criteria of project evaluation including Relevance, Effectiveness and Efficiency, Impact, Sustainability, and Project Management & Coordination processes. On the basis of the above-mentioned evaluation criteria, instruments /questionnaires for the field mission should be prepared for reintegrated children, families of origin, community of origin and key stakeholders. Beyond the DAC criteria, the consultant shall assess indicator to evaluate process throughout the reintegration of the 42 children & young persons.
