Program Overview
EDF's State Affairs team works to advance EDF state policy goals, support EDF Political Affairs’ federal advocacy strategies and activities, and ensure an integrated approach to policy advocacy and communications across the U.S. State Affairs is a part of the EDF Political Affairs department and has staff and resources in a number of EDF priority states. The State Affairs, Southwest Region team will work closely with EDF subject matter and functional experts to develop and secure adoption of EDF policy goals and build credibility and influence with federal elected and agency officials in the region. The team will also operate as a part of an integrated Political Affairs operation for all operational, financial, and communications matters.
Overall Function
The Analyst, State Affairs will provide research, data analysis, project tracking and coordination, and writing support for various activities, under the direction of senior staff, to achieve EDF policy goals in the Southwest Region comprised of Nevada, Arizona, and New Mexico. The Analyst may also support the collection and development of natural resource information sets to inform strategies and assist communications or outreach. They will support various grant writing and reporting activities. The Analyst will actively and collaboratively engage with various internal EDF partners and subject matter experts, and as directed with a broad range of external stakeholders, to support execution of State Affairs strategies and activities. Both the mix of the type of work and its geographic focus will vary depending on the function’s evolving priorities, opportunities, and funding. The Analyst will support and contribute to promoting state and federal climate policies, agricultural and rural community resilience, water conservation, and water policy reform strategies and advocacy. The Analyst will report to a Senior Manager, Regional Affairs.
Key Responsibilities
Provide research, data analysis and reports, coordination, scheduling, and written content to support State Affairs advocacy and outreach, internal and external communications, and grant proposals and reports to funding partners.
Support the development of methods and formats for communicating natural resource and climate data and information to influence the creation and implementation of state environmental laws, regulations, and practices.
Provide high quality written and verbal summary-level analyses of a wide range of environment-related challenges, drawing from multiple inputs from internal and external sources, often based on incomplete information.
Function as an integral part of teams working to influence policy outcomes in different geographies, helping the team to collect and synthesize and utilize information and stories for advocacy needs and opportunities.
Handle specific project tasks such as outreach to existing and potential partners, developing work plans and timetables, and tracking and coordinating project work and deliverables.
On occasion, attend meetings, conferences, and events, primarily in the western U.S., and represent EDF and the State Affairs team with professionalism and integrity.
Actively develop technical and professional documentation including reports, memoranda, fact sheets, blog posts and brochures for general and specific audiences.
Participate as a team member and contribute project coordination support, and/or outreach support to various activities.
Work closely with EDF team members in Political Affairs and across the organization to garner expertise and support for regional State Affairs activities.
Monitor the latest developments on relevant state and federal policies, legislation and resource management topics and issues and incorporate them in project plans and activities.
Participate in advancing EDF DEI goals in which people from all backgrounds and experiences feel connected, included, and empowered to address the environmental and organizational challenges in alignment with EDF's values.
Other relevant responsibilities as assigned.
Qualifications
Undergraduate degree in environmental science, economics, law, or related fields required. Experience in internship, practicum, or work in the environmental or closely related fields is preferred.
At least 3 years professional experience with a minimum of 1 year of research and/or project coordination experience in educational or work situations; advanced degree may substitute for up to 2 years' experience.
Excellent research and analytical skills and an interest in performing rigorous analysis in support of highly visible work.
Results-oriented, self-starter with the ability to think strategically and carry out responsibilities in a timely and effective manner.
Exceptional personal organization and attention to detail.
Excellent written and oral communication skills.
Ability to work independently and to support a multi-disciplinary team, using independent judgment required to plan, prioritize, and organize diversified workload.

Strong computer proficiency, including experience with Excel, Word, and Internet research and proficiency in web-based computer applications and standard desktop-based software, including Microsoft Outlook and PowerPoint.

Willingness and ability to travel from time to time, primarily in the western U.S.
