FUNCTION:
The Agribusiness Facilitator is responsible for coordinating and supporting individual farmers/producers, selfhelp groups (SHGs) and agricultural cooperatives (ACs) to determine, plan and implement agribusiness and
agriculture value chains tailored to their needs and market demands. S/he will facilitate farmers, SHGs and
ACs to make sustainable connections and business partnerships with different public and private sectors to
strengthen the linkages in both product markets and input/service market. S/he will work in close
collaboration with the Agricultural Specialist to assist producers in developing and managing their
agribusinesses towards upgrading the value chains and will develop scale-up strategies for the wider benefit
of project beneficiaries. The Facilitator’s assigned office base is in Kampot province, and location based in
Kampot and Kep Provinces.
RESPONSIBILIIES AND DELIVERABLES: (including approximate percentage effort)
Establish and scale up agribusinesses (40%):
• Work with SHGs, ACs and implementing partners to conduct the agriculture value chains including
studying and analyzing demand and supply gap, price and markets.
• Assist smallholders, SHGs and ACs to determine the market-demand agribusiness and support
them to develop and analyze the business plans and scale-up their agribusinesses.
• Coordinate with the Agricultural Specialist to ensure the smallholder farmers, SHGs and ACs
receive and adapt agricultural technical skills.
• Follow-up and provide on-going coaching to the smallholder farmers, SHGs and ACs to successfully
manage and run their agribusinesses and enterprises.
• Support the participation of youth and women in AC leadership and agricultural value chains.
Strengthen Self-help groups and Agricultural Cooperative (25%):
• Facilitate the formation and capacity building of SHGs and ACs.

• Facilitate building social capital and resource mobilization through training on value based holistic
community development and 12 cornerstones to SHGs and ACs.
• Support the capacity building of ACs on bookkeeping, entrepreneurship and business plan
development.
• Facilitate in conducting annual Cooperative Assessment Tools (CAT) assessment to identify areas for
strengthening the AC-owned viable agribusinesses.
Market development and linkages, access to finance (20%):
• Work with partners and ACs to identify markets and develop the contract farming to sell agriculture
products and commodities.
• Facilitate in connecting private sectors and companies to provide quality agriculture inputs to
smallholder farmers and ACs.
• Create a platform by working with relevant partners in providing updated market information
including potential agriculture products to smallholder farmers.
• Work with SHGs, ACs and partners to establish business hubs or collecting centers where farmers bulk
their products to permanent markets.
• Facilitate in identifying and connecting ACs with MFIs and/or banks to increase credit or financial
services for smallholder farmers and ACs.
• Facilitate in organizing multi-stakeholder consultation meetings, workshops, and Business to
Business (B2B) meetings for better market linkages.
• Coordinate trainings to SHGs and ACs on institutional capacity, LINK methodology and Business
Model Canvas.
Planning and reporting (10%):
• Plan and implement the project workplan and ensure the project activities and budget expenses
are on track according to the project workplan.
• Seek innovations in project implementation and pilot new initiatives.
• Prepare project monthly, quarterly, semester, and annual reports including project impact stories.
• Participate in project design, developing annual operational plan and budget plans.
May perform other job-related duties as assigned (5%)
QUALIFICATIONS AND SKILLS:
• Diploma or associate degree in Business Administration, plus at least one year of experience in
fields related to agriculture value chain and agro-enterprise development (specifically livestock
and vegetable/and or fish enterprises).
• Knowledge and experience in agriculture value chain and agro-enterprise development.
• Experience in agriculture extension in poultry and aquaculture is a plus.
ESSENTIAL COMPETENCIES:
• Knowledge of and experience with or within community organizations
• Demonstrated proficiency in Khmer, both spoken and written; proficiency in English is a plus
• Good communication and facilitation skills
• Good understanding of and sensitivity for poverty, social and ethnic issues
