Context

CLEAR Global, in consortium with Fact Foundation (FACT) and IMPACT Initiatives (IMPACT), is conducting a Third Party Monitoring (TPM) of the Humanitarian and Resilience Program (HARP) to ensure HARP-funded humanitarian programming is performed effectively, compliantly, and is attuned towards the needs of affected populations, while promoting continuous learning through innovative best practices for HARP’s Implementing Partners (IPs), as well as the wider humanitarian response. The AAP component of the TPM project will support IPs to better understand their particular challenges in mainstreaming AAP into their respective programs, and at the hand of the AAP assessments, provide evidence-based recommendations on how to strengthen their AAP policies or improve their AAP approach.

The consultant will work to set up a framework to monitor AAP and localization practices of three FCDO implementing partners (IPs) and their subgrantees. Where IPs face challenges with the mainstreaming of AAP and localization, either in theory via the intervention’s design or in practice via the continuous actualization of integrating beneficiary views into the programming, the AAP specialist will make recommendations for IPs to develop continuous and responsive feedback loops to attune their interventions to the views of their beneficiaries.

Responsibilities

The AAP specialist will report to the project’s Research Lead and will collaborate with the wider Nigeria and International Programs teams at CLEAR Global.

  • Based on secondary data (reports, SOPs, etc.) and remote meetings (Key informant interviews) with partners, develop AAP and localization profiles of the three IPs, analyzing the design of each organizations’ AAP and localization strategy and Community Feedback Mechanism (CFM), making actionable recommendations on how these can be improved.
  • Building on the AAP profiles of each organization, support the research team in developing a framework to monitor AAP and localization practices, based on partners’ indicators and SOPs.
  • Input into five research reports, making actionable recommendations on how AAP and localization practices can be improved.

Deliverables

  • Three (3) structured AAP and localization profiles, analyzing the AAP, CFM, and localization design of each of the IP’s programs, one for each IP, maximum of 5 pages
  • Draft monitoring framework for assessing AAP, CFM, and localization practices.
  • Actionable recommendations on improving AAP, CFM, and localization as well as general input regarding AAP for five (5) research reports

The Consultant will consult with CLEAR Global’s Nigerian teams on the project, which must be completed, with submission of all deliverables, by May 2024.

Requirements

  • At least 7 years of experience in the humanitarian sector, including field-based roles
  • 5+ years of experience with promoting and mainstreaming AAP and localization principles in humanitarian programming
  • Strong communication skills, experience conducting key informant interviews an asset
  • Knowledge of the humanitarian context in North-East Nigeria preferred
  • Fluency in spoken and written English
  • Capacity to work independently to achieve agreed targets
  • Flexibility and ability to innovate to find creative solutions

Terms and conditions

The Consultant’s fees will be paid as follows:

  • Interim payments based on deliverables
  • A final installment of 20% of the total contract value payable on satisfactory completion of the work and presentation of all deliverables.

The Consultant will be expected to use their own equipment and supplies (laptop, mobile phone, any recording equipment, etc.) and cover all costs related to the assignment.
